Limited or unrestricted presidential powers
Yesterday, the Parliament discussed the President’s veto on the Parliament’s resolution to release a member of the Constitutional Tsets. The ban was rejected by a majority vote. As a result, Sh. Tsogtoo was relieved of the Tsets and replaced by J. Erdenebulgan.
Yesterday’s session to discuss the President’s veto was quite tense. Members of the DP faction and independent N.Altankhuyag have stated that they are seizing the power of the President and infringing on his powers. They decided that the Constitutional Court should release B.Solong first, not Sh.Tsogtoo. However, the authorities warned that the whole process was in accordance with the law. Here is what the members said.
MP N.Altankhuyag: S.Byambatsogt should be concerned about having an independent judge
-The issue of attacking and insulting the MPP is on the rise. You stop now. You cannot attack, plunder, or oppress everything. Now they are even attacking members of the Tsets. At the very least, presidential appointments should not be robbed. S.Byambatsogt’s decision to have an independent judge. Be ethical.
MP S.Byambatsogt: N.Altankhuyag is not the only one with a broken nose
-I was the leader of the MPP group in 2012-2014. It seems that Chairman N.Altankhuyag is jealous of me. Let’s both work for our country. Let’s work together. How do you feel so sorry? It’s over now. You are also old. I work according to the law. I’m not explaining it to you, I’m explaining it to my people. I haven’t talked to you. N.Altankhuyag is not the only one with a crack under his nose, I have one too. According to the letter received in accordance with the law, it is being discussed in accordance with the law. You can’t politicize without talking about the law.
We took an oath. Don’t talk anywhere. N.Altankhuyag thought he was beautiful. People seem to think they love it. He is a showman and a politician. Study the law, learn the law and talk to me. I taught everything and thought I was smart. I will respond to what you say. If he was so smart, why did he put the economy to bed when he was the Prime Minister? What can I do to follow Kh.Battulg and make everything white and become a very honest animal?
MP N.ALTANKHUYAG: YOU WERE IN Ts.Elbegdorj’s house
-S.Byambatsogt was a child of Ts.Elbegdorj. He is a child of MIST. I thought people change, but they haven’t. They are even trying to rob one person’s appointment. They say they are doing it according to the law. S.Byambatsogt said that this is done according to the law. The dispute escalated and the Speaker of the Parliament, G. Zandanshatar, was seen hammering several times to maintain order.
MP Sh. Adshaa: DAY OF CRYING WILL COME
-I fully support the President’s veto. I deeply regret that the State Great Hural has violated the rule of law and made decisions in the interests of the majority. The judiciary and the Constitutional Court are being attacked by the majority. The rule of law must be a law, not someone’s political decision. It is unethical for some members to speak out against the President’s right to veto. Today, the chairman of the Standing Committee on Legal Affairs, S. Byambatsogt, is laughing. Maybe the day will come when we will cry that the constitution has been distorted.
MP N.Enkhbold: WHO INFLUENCED THE SUPREME COURT AND DELAYED THE APPOINTMENT?
-You are attacking member S.Byambatsogt. Today’s issue is related to the presidential election. The appointment of a member of the Tsets was delayed by 1.4 years without submission by the Supreme Court. Who influenced it? It is said that a person who supports the DP in the Tsets is being pulled out and released. In the Tsets, our person cannot be your person. Third, we are heading for a constitutional crisis. Such a conversation is said by a person who is preparing and calling for such an issue. We need to be vigilant.
MP Ts.Tuvaan: COMPETING IN ELECTIONS WITH ALL HANDS AND FEET
-I am surprised that there is a dispute over the Constitution on issues that violate the Constitution. According to the Law on Presidential Elections, it is possible to argue whether a person who has served as President can be elected or not. While discussing the issue of two members of the Tsets, is it possible to leave one and take one and stay? Is it in line with equal rights to send a decision in favor of the DP and leave the other one? They are going to run in the election with both arms and legs tied.
MP J.SUKHBAATAR: THERE IS NO PROBLEM WITH THE PRESIDENT IN THE CORNER
-Friends of the DP, I understand the institution of the President. It looks like too much power is being taken away. I understand. On the one hand, the President-elect seems to be pushed into a corner. It is not an attempt to usurp the presidency. We are trying to keep the balance. In the last 10 years, the President has been trying to balance his efforts to fight corruption and legislate. The president is not powerless.
